Knab Will Turn To The Criminal Police Against The Researcher For Criticism Of The Authority And Competence Of The Management

Researchers criticize the KNAB’s management, pointing to a lack of authority and competence. In the last five years, since the Office for the Prevention and Combating of Corruption (KNAB) has had internal disagreements, the office’s ability to show good results in the fight against corruption has suffered, concluded Līga Stafecka, a researcher in anti-corruption policy and good governance.
In the initial period of KNAB’s operation, it has worked successfully and its work has been characterized by three success factors – a competent and knowledgeable management team, the ability to detect serious cases of corruption and strong support from the public and non-governmental organizations. However, over the past five years, these three factors have fluctuated significantly, the study found.
Stafeck describes the last five years of the KNAB’s activity as a “time of internal turbulence”, which means that there are internal conflicts, an inability to find compromises and actions are being taken that deepen the conflicts. As a result, the image of the office has suffered, public confidence in it has diminished, and internal conflicts have dulled public interest in the work of the office and the results of the fight against corruption. It was also concluded that the results achieved by the office in the fight against corruption are modest and do not meet the expectations of the society, as well as there is a lack of political will to reduce corruption.
One of the main problems of KNAB failures is the lack of authority of the boss and the lack of management competence, the researcher pointed out. Namely, the head of KNAB has not managed to find the right balance in his activities in order to implement the goals in the organization of the internal work organization of the institution. The work of KNAB is also weakened by the departure of experienced employees, the volume of legal proceedings with employees, as well as many disciplinary cases.
In recent years, the KNAB has also failed to become the leader of the opinion, which expresses the issue of corruption in a broader context.
The researcher also criticized KNAB’s failed communication tactics with the media. In turn, in the autumn, when the process of selecting a new head of the KNAB is expected, low public support will be an obstacle for people to apply for this position, she mentioned.
As reported, at the think tank “Providus”, Riga, on Friday, June 17, 2016, a conference “Results of KNAB work and the process of selecting a boss” took place. The conference is organized in the form of two panels, envisaging discussions on the results of KNAB’s work and future goals, as well as the selection process of the chief.

Corruption Prevention and Combating Bureau (KNAB) has approached the Criminal Police in connection with a study conducted by Līga, an anti-corruption policy and good governance researcher. Stafecka has done recent work for KNAB.
Stafecka informed the media today that after the KNAB’s application, she had to go to the Criminal Police to provide explanations about the sources used in the investigation. “I find this unacceptable practices and attempts to influence the content of the study,” Stafecka said.
