On On May 14, a meeting of the Saeima Parliamentary Group for Cooperation with the German Parliament with members of the German-Baltic Parliamentary Cooperation Group of the Bundestag of the Federal Republic of Germany was held, in which all members of the Saeima parliamentary group were invited to participate.
Considering that the Saeima Interparliamentary Relations Bureau organized the above-mentioned meeting within its competence, it is puzzling that during this meeting one of the persons representing the Group of Members for Cooperation with the German Parliament at the negotiating table was Elizabete Krivcova – Saeima deputy Sergei Dolgopolov help.
I would like to point out that the Saeima deputy Sergejs Dolgopolovs had previously informed me that he would not be able to participate in this meeting, but I was not asked or the deputy’s wish to allow his assistance to participate in this meeting. I can confirm that, given the activities of the individual so far and the views expressed by the Security Police in several annual reports on how Russia is implementing measures to try to influence foreign domestic political processes under the guise of supporting Russian compatriots, it would not have provided such coordination.
In addition, I would like to draw attention to the fact that the duties of the Saeima parliamentary assistant are exhaustively set out in Article 196 of the Saeima Rules of Procedure, and they basically cover the performance of certain technical and organizational support functions in promoting the work of the Saeima deputy. The law does not specify the right of an assistant deputy of the Saeima to represent a deputy in Saeima sittings or other institutions or meetings related to the performance of direct duties of a Saeima deputy, as in this case this group of deputies also met with members of the German Bundestag. The Rules of Procedure of the Saeima provide for the possibility for an assistant of a Saeima deputy to be present only at open sittings of Saeima commissions on behalf of the deputy.
Taking into account the above, I would like to call on the Saeima Presidium to evaluate the specific cases and the competence of the responsible employees, as well as to ensure that further organization of such events is carried out not only in accordance with internal and external regulatory enactments.
