Kuchinsky’s Empty Judgments About Functions, Staff, States, Organs: “Court” Will Not Differ From “Fatness”

The Prime Minister has pointed out that it is not recommended to intimidate employees with redundancies, it would be more important to evaluate the functions of state institutions. In an interview with LETA, the head of the Latvian government, Maris Kučinskis, has stated that he wants to discuss the work efficiency of public administration employees.
He expressed the opinion that the opportunity to motivate people to continue working in public administration bodies is provided by salaries, and reserves should be sought not in ministries, but in their subordinate bodies. The Prime Minister intends to make an appropriate proposal.
Kučinskis informed that competent people currently work in the ministries, but the staff turnover is very high.
“It is necessary to understand whether the competition between private business and public administration is growing. The definition is clear to everyone – for a small and flexible public administration, but to be afraid of reduction is hardly the best motivation, ”the head of government believes.
Kučinskis has admitted that it would be more important to evaluate the functions of public administration institutions than to consider the possibilities of staff reductions.

, it should be noted that as of January 1, 2016, amendments to the Law on Remuneration of Officials and Employees of State and Local Government Institutions have entered into force. They lead to a significant increase in remuneration.
The decision to amend was taken in November last year. They provided for an increase in remuneration of up to EUR 600-700, but in reality it turned out that people’s servants and civil servants would receive much higher salaries. Remuneration has increased as a result of changes in the remuneration system.
In the past, data pay was linked to the average salary in the country by a coefficient corresponding to the specific position. As the average salary grew, so did income. In turn, the new amendments to the Law on Remuneration of Officials and Employees of State and Local Government Institutions also envisage an increase in the same coefficient for several positions. For this reason, the salaries of ministers and deputies have increased by a third compared to last year.
On February 11, 2016, the Saeima approved the composition of the government of Maris Kuchins. At the beginning, Kučinskis pointed out that the Cabinet of Ministers does not plan revolutionary changes, but it is important to work in a united team to carry out the necessary reforms and prevent stagnation. The new Cabinet of Ministers acknowledges that the greatest attention must be paid to strengthening the economy, national security and national identity, reforms in the education system, science, medicine, as well as improving the demographic situation.
